Shamma bint Suhail Al Mazrui, the voice of the youth in UAE

The United Arab Emirates’ State Minister of Youth, Her Excellency Shamma bint Suhail bin Faris Al Mazrui was born in Abu Dhabi in 1993, making her the youngest Cabinet minister in the UAE Cabinet. She was appointed to the position in February 2016, at the age of 23.


The Guinness Book of Records for the year 2018 celebrated Al Mazrui as the world’s youngest minister. According to the Guinness Book of World Records classification, the Emirati minister took the title from the Austrian Foreign Minister Sebastian Kurz, who won this title when he took office at the age of 27, and Aida Haj Ali, who took over the Swedish Ministry of Education at the age of 26.

Academic background

Al Mazrui has a Bachelor of Arts in Economics, with a concentration in Finance from New York University Abu Dhabi and obtained her Masters of Public Policy with Distinction from the University of Oxford in 2015. She was the first UAE Rhodes Scholar and ranked within the top of her class.

Cabinet Responsibilities

Her tasks are focused on representing youth issues and aspirations at the UAE Cabinet and setting development plans and strategies to improve youth capabilities and further utilize their energy in various fields.

Rich experience

Al Mazrui was appointed as Chair of the Special Olympics UAE Board in 2017 by Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the United Arab Emirates. She is also the Vice-Chair of the Community and Legacy Committee of the UAE Special Olympics World Games (2019).

Al Mazrui is a board member of the Emirates Foundation for Youth Development, an independent-philanthropic body that assists in public and private sector partnerships. She is also a member of the Education and Human Resources Council, chaired by Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation.

Al Mazrui serves as a member of the Higher National Committee of the Year of Zayed, 2018 and the Higher National Council of the Year of Giving (2017).

Al Mazrui was named one of the Committee members who will oversee the UAE’s Year Of Tolerance, 2019.

Earlier, Al Mazrui worked in Private Equity at one of Abu Dhabi’s sovereign wealth funds. She also previously worked as a public policy analyst at the UAE Mission to the United Nations, as a Ministry Policy Analyst with the Prime Minister’s Office, as a Research Analyst at the UAE Embassy in DC, and as an Education Policy Researcher at Tamkeen (UAE Strategic Affairs Authority).

Al Mazrui was in charge of Communication and External Relations in Oxford Studies of the Gulf and the Arabian Peninsula Forum in the United Kingdom, and representative of Graduate Relations at the “Blavatnik School of Government Studies” in the United Kingdom, founder partner and member of the Renaissance Institute at the New York University of Abu Dhabi, as well as an associate member of “San Francisco conference”.


Al Mazrui has received numerous awards within and outside her country. She is the recipient of the Sheikh Mansour bin Zayed Al Nahyan Award for Excellence, Leadership and Innovation Delegate to the Academy of Achievement’s 51st International Achievement Summit (2014) and the Coutts Future Leader Award (2015). 

Shamma bint Al Mazrui’s likes are role models for ambitious young women aspiring to be at the center of the decision-making table to contribute to youth and women’s issues in particular.
